 Example 1 (masculin / féminin singulier) 
 Je suis (present time frame) surpris qu'il (elle) ait parlé. I am (present time frame) surprised that he (she) did speak / did talk. (for emphasis, or negative) I am (present time frame) surprised that he (she) has spoken / has talked. I am (present time frame) surprised that he (she) spoke / talked. 
 [With 'être'] 
 Example 2 (masculin / féminin singulier) 
 Je suis (present time frame) déçu qu'il (elle) soit retourné(e). I am (present time frame) disapointed that he (she) did return / did go back.
